If you have recovery CD/DVD then you just have to set your BIOS to boot first from your CD/DVD and insert your recovery CD/DVD in it and start your PC and follow the instruction. If what you have is a recovery partition on your old HDD then you must realize that by putting a new HDD you will loose the ability to reinstall your OS on your new HDD using the recovery partition. The first thing you have to look at is if your old HDD had a recovery partition on it or if you have a recovery CD/DVD from Dell.
